Location: Youth Crisis Intervention Center and Safe House in Winnebago, NE      
  
Job Purpose & Position Overview 
The purpose of this position to receive juveniles into the Winnebago Youth Shelter and YCIC and to advise parents/guardians and other relevant agencies on the status, procedures, and processes of the Youth Crisis Intervention Center (YCIC). Youth Workers will provide a safe and secure environment for juveniles while assisting juveniles with their behavioral, emotional, medical and programming needs. Will advise parent(s) or guardian(s), caseworker, intake worker, community social worker, attorney, and relevant agencies as the procedures and processes of the facility. Youth Workers must be knowledgeable of the various segments of the Tribal Court and other resources that make up the tribal court system. Some degree of hazard is present while working with juveniles with emotional/behavioral problems. 
 
Specific Job Duties/Responsibilities: 
  • Demonstrates the Winnebago Tribe’s core mission, vision and values. 
  • Responsible for intake and orientating juveniles, parents/guardians, attorneys, social workers, and other relevant personnel and agencies as to the policies and functions of the facility. 
  • Practices principles of Trauma Informed Care when assisting youth upon their entrance to the program. 
  • Demonstrates familiarity with the security measures as they apply to the facility. 
  • Ability to implement and adhere to all policies and procedures of the Winnebago Youth Shelter and YCIC facility set forth by the handbook and policy manual. 
  • Implements a daily activity program and monitors youth throughout assigned shift in all areas of group living. 
  • Implement behavior management techniques including discipline and safety regard as appropriate. 
  • Be mindful and aware of the youth’s medical and special needs and coordinate assistance in those areas. 
  • Document and record behavioral observations in daily behavioral assessment logs. 
  • Provide outreach services for disenfranchised youth when and where warranted. 
  • Assists in meal planning and ordering of food supply; meal preparation, serving meals as well as any snacks as directed. 
  • Assists and supervise daily clean up and maintenance of entire YCIC facility and Safe House. 
  • Must perform all duties in a manner that ensures the strictest confidentiality due to access to sensitive information.

Required Qualifications/Skills: 
  • Must possess a High School Diploma or GED with two (2) years of college or minimum of one (1) year demonstrated experience in working with at-risk youth or a combination of the above with a substitution on a year-to-year basis. 
  • Must be 21 years of age. 
  • Must possess a valid driver’s license and meet driver’s eligibility guidelines. 
  • Must maintain a positive attitude and excellent customer service skills. 
  • Must possess the ability to effectively handle situations, residents, and visitors with tact, courtesy, respect, and objectivity and to recurrently employ moral and ethical judgements. 
Supervisory Responsibilities: 
  • May assume supervisory shift responsibility as needed or as assigned. 
 Training Requirements: 
  • Assists with and participates in In-service and other related training. 
  • Assists with training and orientation of new employees. 
  • Must be willing to pursue a training and education plan in one the following areas: criminal justice, social work, or behavioral health. 
 Physical Requirements: 
  • Normal to very heavy office work which includes the ability to lift in excess of 50 lbs. 
  • Regularly required to walk, stand, and sit for extended periods of time and use hands to operate computer keyboard, phone, and various office equipment. 
  • While performing daily duties, the employee is regularly required to talk and hear. 
  • Manual dexterity with cooperatively free range of motion of all extremities including neck, fingers, hands, wrists, elbows, arms, shoulders, waist, legs, hips, knee joints, ankles, and feet is required. 
  • YCIC employees may be subject to physical exertion involving standing, walking, and running which could require sustained and considerable strength and endurance. 
Mental Requirements: 
  • Reading, writing, calculating 
  • Above average social interaction skills 
  • Reasoning/Analysis 
  • Works with minimal to no supervision 
 Language Requirements: 
  • Must possess the ability to read, write, and speak the English language fluently. 
  • Must be able to continually and effectively employ professional verbal and written communications skills. 
 Work Environment: 
  • Some degree of hazard is present while working with juveniles with emotional/behavioral issues. 
  • Applicant must be willing to work any assigned schedule with the knowledge that every six months the schedule will change. 
  • Applicant is aware that all schedules are subject to change and may be required to stay for extra shifts when deemed necessary. 
 Certificates, Licenses & Registrations: 
  • All applicants will comply with 45 CFR 1301, Subpart D, Section 1301.31, C and D, which require all prospective employees to sign a declaration prior to employment regarding all arrests and convictions of child abuse or violent felonies and to comply with PL 101-630 and PL 101-637 regarding criminal records check.
