Job Purpose & Position Overview: 
The Deputy director will be responsible for assisting the Program Director with the overall management of the Ho-Chunk Renaissance Program, including coordination, integration, and implementation of all resources and services necessary to meet the programs goals. Additionally, the Deputy Director will be responsible for assisting in program management, grant administration, and professional work in managing the programs initiatives and grants. 

Specific Job Duties/Responsibilities: 
  • Demonstrates the Winnebago Tribe’s core mission, vision, and values. 
  • Interact with the general public, students, and other tribal employees with tact, courtesy, respect, objectivity and maturity 
  • Demonstrate effective communication, decision-making, leadership, critical and analytical thinking, research skills, information and computer literacy, strategic planning, problem-solving, and time management skills. 
  • Work under the direction of the program director, assist with assigned tasks and daily operations for Program Director and will assume full responsibility in the absence of the Program Director 
  • Working in partnership with the Program Director, assists in creating a strategic 5-year plan and implements new processes and approaches to achieve it. 
  • In partnership with the Program Director provides support and guidance to program staff and act as a staff liaison to relevant committees and work groups assist in presenting to tribal council, school boards, or other relevant leadership entities about program goals and/or proposals. 
  • Supervise and program all educational language programming at all educational facilities on the reservation. 
  • Assisting the Program Director in the performance management process that measures and evaluates progress in comparison with the Annual operating plan and strategic plan goals of the programs. 
  • Assist in programmatic responsibilities delegated by Program Director including; ensuring that all obligations, contracts, initiatives are either renewed, reviewed, and/or completed. 
  • Provides internal leadership abilities by assisting with the annual operations planning, training, and budgeting. 
  • Assist in implementing and monitoring specific goals and objectives, short and long term goals of the program. 
  • Actively participate with the Instruction Coordinator to designate language learning training and workshops for instructors including to plan and execute educational in-class and outdoor learning activities. 
  • Responsible in supervising the development of a structured Ho Chunk language curriculum with standards in Curriculum instruction and assessment. 
  • Research Internet (and other) repositories for other second language acquisition models and methods, fluency and learning assessment tools and incorporating them into language curricula and language program structure. 
  • Work in collaboration with Curriculum team to observe work of teachings staff to evaluate performance and provide feedback based on individual observations and student performance data. 
  • Provide new contact and/or technological training with teachers to align all curriculum, instruction and assessment components. 
  • Conduct monthly planning, organizing and conduct training/meetings to assess and discuss curriculum standards, analyze student test data, and adopt new trends in instructional methods. 
  • Will actively seek new educational learning tools to implement within language development 
  • Attend educational gatherings such as planning meetings, committees, boards, fairs etc. to suggest actively incorporating Ho-Chunk language in functions. 
  • Assist Language Apprentice Program manager to develop a strategic plan for growth of Ho-Chunk speaker pool in Language Apprentice program. 
  • Adept at accounting functions and be responsible for using Martus Tools, Intacct and all appropriate internal operating systems. 
  • Enthusiasm 
  • Will research and network with other tribal language programs or language –oriented organizations to further aid in developmental contributions to the Ho-Chunk Renaissance program. 
  • Knowledge with computers, software, and internet for digitizing learning materials to be utilized, cataloged, archived, and appropriately disburse to community and tribal members. 
  • Continually strive to develop staff with competent training in all areas of culture, oral history, language, archival skills, and professional development. 
  • Work toward proficiency in reading and writing the Ho-Chunk language utilizing the international phonetic alphabet (IPA), and related keyboarding. 
  • Actively participate in Ho-Chunk language assessments as a learner 
  • Supervise personnel within the Ho-Chunk Renaissance program 
  • Make employment and termination decisions consistent with tribal policies. 
  • Perform other duties as assigned by the supervisor

 Required Qualifications/Skills: 
  • Must have supervisory experience of at least 3 years 
  • Must demonstrate ethical and professional behavior at all times. 
  • Must demonstrate effective communication, decision-making, leadership, critical and analytical thinking, research skills, information and computer literacy, strategic planning, problem solving and time management and organization skills. 
  • Must be active learner of the Ho-Chunk language 
  • Must have a reasonable mastery of the English language and be able to write professionally and independently. 
  • Must be willing to submit a background check as mandated by the Tribal Policies and Procedures of the Winnebago Tribe of Nebraska 
  • Must possess a willingness to work with Program staff and teachers from the schools on language development. 
  • Must have intimate knowledge of tribal values, social customs, material culture, and other aspects of Ho-Chunk culture, or desire to learn 
  • Possess the ability to work efficiently with a wide variety of people in a team environment 
  • Must possess strong leadership skills and the ability to get along with other people. 
  • Must be able to work with little supervision in completing the goals and objectives of the program 
  • Must be willing to work with children 
  • Must have reliable transportation and be insurable or maintain insurance 
  • Computer literacy and proficiency in the Ho-Chunk (IPA) writing system will be considered a plus. 
Education Preference: 
  • Bachelor’s degree preferred. Minimum of associate degree in Native American Studies, Linguistics, Administration, Education, or related field OR 3-5 years of experience of supervision and must be willing to work toward a bachelor’s degree. 
Supervisory Responsibilities: 
  • Ability to supervise departmental employees 
Training Requirements: 
  • Must be willing to pursue professional certification and/or training as directed. 
 Physical Requirements: 
  • Normal to light office work which includes the ability to lift up to 10 lbs. 
  • Regularly required to walk, stand, and sit for extended periods of time and use hands to operate computer keyboard, phone, and various office equipment. 
  • While performing daily duties, the employee is regularly required to talk and listen. 
Mental Requirements: 
  • Reading, writing, calculating 
  • Above average social interaction skills 
  • Reasoning/Analysis 
  • Works with minimal to no supervision. 
 Language Requirements: 
  • Must possess the ability to read, write, and speak the English language fluently. 
  • Must be able to continually and effectively employ professional verbal and written communications skills.
