Financial Assistant I
Reports To: Human Service Financial Manager

Location: Human Service Department
Job Purpose & Position Overview:
The Financial Assistant I will provide support to the day-to-day fiscal operations of the Human Services Department. The incumbent will assist with general financial duties to ensure the effective and efficient operation of the department.
Specific Job Duties/Responsibilities:
- Demonstrate the Winnebago Tribe’s core mission, vision, and values.
- Assist with processing accounts receivable and accounts payable.
- Process travel requests for the department, including completing forms, registrations, and reservations, and collecting trip reports, following tribal policy.
- Keep the department's financial filing systems in order, including grants/contracts, billing, financial records, and correspondence.
- Enter data for the department, including purchase order logs, cuff accounts, and other established databases.
- Help with billing and financial reporting for state and federal contracts, as well as other required contracts.
- Assist in the financial aspects of the department's fundraising efforts. - Reconcile fund accounts on a daily, monthly, and fiscal calendar basis.
- Assist in conducting and participating in financial and compliance audits related to grants and contracts with state and federal agencies.
- Coordinate with department administrators, management team, and Tribal Finance Department staff to obtain information necessary for reconciliation of all department budgets and audits.
- Assist in maintaining a comprehensive department budget and provide financial and budget reports as needed for the Human Services Department.
- Identify the need for improvements or corrections and assist other staff/managers and directors with technical requirements and problems that arise during their budgets and audits.
- Perform review and analysis functions in the formulation, presentation, and execution of the entire operating budget of the Human Services Department.
- Help develop and formulate the Human Services Department budget requests for the upcoming fiscal year.
- Prepare various reports covering the status of funds, expenses, and obligations as required by the Winnebago Tribe, State of Nebraska, and Federal Agencies.
- Review reports of budgetary activities and accomplishments and determine the amount and timing of allocations of funds.
- Review and analyze budget requests and recommendations submitted for approval.
- Assist in maintaining and managing the financial and budgetary records of the department using preferred software and appropriate equipment.
- Locate discrepancies in accounts and financial reports and/or budgets, determine the source of error, and take necessary remedial action.
- Communicate the financial status of the Human Services Programs.
- Provide necessary assistance and support to fulfill contract obligations under state and federal contract funding sources.

Required Qualifications/Skills:
- Associate degree and one (1) year relevant experience OR an equivalent combination of education and experience, substituting the equivalent of one year of full-time professional work experience for each year of the required education to a maximum substitution of four years.
- Must possess a valid driver’s license and meet driver’s eligibility guidelines for tribal insurance.
- Knowledge of Winnebago culture and traditions is highly desirable and a willingness to learn is required.
- Must be timely, dependable, courteous, and maintain a business-like appearance.
- Must possess good verbal and written communication skills.
- Knowledge of financial systems, such as Intacct, Martus Tools, and Egencia is desired, and willingness to learn is required.
- Familiarity with funding accounting is required. Knowledge of the federal, state, and local funding grant and grant requirements as well as familiarity with community resources preferred.
- Proficiency in the use of Microsoft Office software, specifically Excel, is required, and experience in word processing and data entry is highly desirable.
- Must be able to maintain the strictest confidentiality and will be required to sign a confidentiality agreement.
- You should have strong organizational skills, be detail-oriented, and be self-directed. You must also be independent, dependable, and initiative-driven.
- Must be a self-starter with the ability to perform with little to no supervision.

Training Requirements:
- Must attend all department meetings and training courses as required or directed by the Financial Manager.
Physical Requirements:
- Normal to light office work which includes the ability to lift up to 10 lbs.
- Regularly required to walk, stand, and sit for extended periods of time and use hands to operate a computer keyboard, phone, and various office equipment.
- While performing daily duties, the employee is regularly required to talk and hear.

Language Requirements:
- Must possess the ability to read, write, and speak the English language fluently.
- Must be able to continually and effectively employ professional verbal and written communication skills.
Certificates, Licenses & registrations:
- All applicants will comply with 45 CFR 1301, Subpart D, Section 1301.31, C and D, which require all prospective employees to sign a declaration prior to employment regarding all arrests and convictions of child abuse or violent felonies and to comply with PL 101-630 and PL 101-637 regarding criminal records check.
