Job Purpose & Position Overview
The work involves the operation and maintenance of heavy earth moving equipment. Equipment operations will involve removal and placement of earth material and grading earth surfaces in the maintenance and development of the tribal road system of the Winnebago Indian Reservation. Work requires operation of the various types of machinery/equipment associated with the Tribal Roads Department to push, pile or load materials such as sand, earth, gravel, snow or refuse. Incumbent will be expected to work independently without supervision and utilize individual discretion to schedule work priorities. In the absence of the Tribal Roads Manager, incumbent will have direct supervision of all support staff under the Tribal Roads Department. Work will include maintenance and repair of all equipment of the Tribal Roads Department. Incumbent will ensure Department operations are expedited in a safe and responsible manner. Incumbent all be expected to work in extreme inclement weather conditions.
Specific Job Duties/Responsibilities:
  • Demonstrate the Winnebago Tribe’s core mission, vision, and values.
  • Operates Tribal Roads Department equipment for the transfer of materials, maintenance of road surfaces and right of ways, snow removal, mowing of roadsides, installing culverts, and the resurfacing or patching of gravel and asphalt surfaced roadways.
  • Performs trouble shooting, repair and overhaul of diesel and gasoline engines used as power units in automotive and road maintenance equipment, transmissions, transfer cases, axle assemblies, lifting mechanisms, hydraulic systems, and power control units.
  • Disassembles broken or worn out component parts, orders new parts when necessary and assembles the parts when repairs have been completed.
  • In the absence of the Tribal Roads Manager, direct supervises Tribal Roads Department personnel. Responsible for the scheduling of assignments in the operation and maintenance of all roads, and department equipment. This includes any special project undertakings of the Department.
  • Assists the Tribal Roads Manager in the development of the annual budget for the Tribal Roads Department in the areas of fuel consumption, road material needs, equipment needs and repairs, and other areas related to the day to day operation in relation to the maintenance of the tribal road system.
  • Keeps an inventory of all road material and equipment and notifies Department personnel when material is needed and/or equipment is in need of repair/replacement.

 Required Qualifications/Skills:
  • Skilled in the operation of heavy equipment and attachment controls.
  • Good eye, hand and foot coordination.
  • Skilled in repair of electrical, hydraulic, fuel, ignition, cooling and power train systems on gasoline and diesel engine driven machines.
  • Adjusts, repairs or replaces such component parts as voltage regulators, switches, relays, solenoids, generators, starters and related units.
  • Graduation from technical school in gasoline or diesel mechanics preferred, at least 5 years’ experience in gasoline and diesel engine repair and general repair of heavy equipment.
  • Graduation from heavy equipment operators school preferred, at least 7 years’ experience in the operation of heavy equipment used in construction and general maintenance of gravel, dirt and hard surfaced roads.
  • Incumbent to work in extreme inclement weather conditions.
  • Must receive an annual physical which shows good physical and medical health.
  • Must possess a valid driver’s license and be insurable.
  • Must possess a (CDL) driver’s license.
 Education Preference:  
  • High School Diploma or G.E.D. is required. 
 Supervisory Responsibilities:
  • In the absence of the Tribal Roads Manager, will directly supervises Tribal Roads Department personnel and operations.
 Training Requirements:
  • Will attend all department meetings and/or training courses as required or directed by the Tribal Roads Manager. 
 Physical Requirements:
  • Must be able to lift 50 lbs or more
  • Regularly required to walk, stand, and sit for extended periods of time and use hands to operate computer keyboard, phone, and various office equipment.
  • While performing daily duties, the employee is regularly required to talk and hear.

  • Works with minimal to no supervision
 Language Requirements:
  • Must possess the ability to read, write, and speak the English language fluently.
  • Must be able to continually and effectively employ professional verbal and written communications skills.
